the answer was embarassingly simple
1. make sure you're using the latest version 1.3.1
- you need the rdp5 support
2. you want your XF86Config file to
specify:
Option XkbModel "pc102"
Option XkbLayout "he"
Option XkbVariant "nodeadkeys"
3. Make sure that hebrew input methods and Office
Hebrew support (in the Microsoft Office Language settings)
are set on Windows 200x terminal
server
New installations of IE may reset your hebrew
definitions.
