alt-shift is handled by the X server itself, not any X client. OTOH,
thinkgs like KDE's ctrl-alt-k are handled by the desktop itself, rather
than the X server.

Or you can use a different cmbination to toggle the keyboard langage in
X. grp:shift_toggle, for instance. I tried grp:alt-shift_toggle for a
while and didn't like it as it colides with too many existing shortcuts
I use, like moving a window between desktops in IceWM.
