Apologies for reviving an ancient and OT thread, but
just for completeness, see the various TZ solutions at:

It carries many Israel TZ solutions for many platforms
(thanks Ephraim Silverberg for maintaining this for many
years!). The Windows solution given there works around
the problems mentioned by Guy, and then some, and has
been available there for a long while.
