Make sure that you switch the keyboard into *unicode* hebrew. That is not necessarily what the console needs.


e.g. somehting like this should work:

exec setxkbmap -rules xfree86 -model pc105 -layout us,il -option 
"grp:alt_shift_toggle"

and load a keymap with unicode hebrew in it (which has e.g. 'keycode 26 = e E 0x00f7 E' in it - that's kof).
