I believe that this shouldn't be an issue, as x3270 seems to be able to
display text in the relevant "Hebrew EBCDIC" encodings. Furthemore,
iconv seems to support converting to/fro those encodings. See 'iconv
--list | grep EBCDIC'

But all of this is not tested in practice.
