Jason Gunthorpe: Using APT Offline

Googling under  apt offline, you'll find these instructions in a
couple of places.
If you read German, you can find a subchapter on the topic in 
Frank Ronneburg's debiananwenderhandbuch.de (on line). The
contents is similar or identical although he does not mention 
Gunthorpe. I had used Gunthorpe's paper.

Especially if you use the testing or unstable distribution, do
not forget to always start your session with "apt-get update",
because the versions change very frequently, and with off-line
work this leads to frustrating eroor messages and duplication of
work.
