Thanks for explaining. It is possible that the unit was damaged or does not suit the Israeli phone system (which is slightly different from elsewhere). Usually there are ways for technicians to 'adapt' the unit for local use (this is esp. about leaving the Nezeq line open), even though what you describe sounds like a fault in the ATA FXO side.
