I have a serial port SIM card reader complete with Windows software that allows you to download the phone directory from it and edit it. Windows dropped support for it in XP/SP2.
I would like to replace it with a USB reader and a program that runs on Linux. A command line interface is fine. The phone that I am using it on does NOT have a USB or Bluetooth interface.
