Well, no. It does not belong to the general public, only members can vote, and it is not sponsored by the public (and, specifically, the government). It is a group of people who decided to work together for a cause, and Hamakor has no obligation to represent anyone else but them.

The core thing is that, unlike companies, there is no "public" or "private" non-profits. In fact, an American relative was not aware of the acronym "NPO" (Non profit organization). He said the American term is NGO (non governmental organization).
