For those who are not aware of it, linux-il has had a web-based interface for quite some time: http://dir.gmane.org/gmane.linux.region.israel I'm not really aware of anybody using it. All those web-based interfaces I'm aware of are plain bad. And Hetz's response to Lior's message about fragmantation? "fragmant the discussion even further to many blogs".
