In the US, many cell providers provide you with an email address
that sends messages to your cell phone via SMS. In Israel this
doesn't seem to be the norm. Can anyone recommend a solution that
will either provide me with an email address that goes to SMS or
alternatively an email to SMS gateway that works with an Israel
    mobile #.

We use clickatell (for Australia, our US ops guys use the free incoming email-to-sms from their mobile provider as you describe). I see that they cover Israel for $US0.05 per SMS and their gateway "accepts SMTP" among other options (HTTP/S <http://www.clickatell.com/developers/api_http.php>, SMPP <http://www.clickatell.com/developers/api_smpp.php>, SMTP <http://www.clickatell.com/developers/api_smtp.php>, FTP <http://www.clickatell.com/developers/api_ftp.php>, XML <http://www.clickatell.com/developers/api_xml.php>, SOAP <http://www.clickatell.com/developers/api_soap.php>).

We use their Ruby class which seems to use the HTTP method.
