Hi, Please avoid erasing plasma config files (fyi it should had been reseted post re login), if you are really using plasma on your pc: Open system settings, go to regional settings ->formats-> uncheck detailed settings and set your preferred region there (it would be a good idea to set "No Change" in each one of them prior to unchecking). Under Language set American English (or what ever dialect you prefer).
I also suggest you to install SGJ^1 either as a package or one that you had compiled from source in a local container or directly into the system (just remember to use an a official repository) . FYI someone already had configured a proper LANG=en_IL.UTF-8 locale which might be useful for you.
