Just curious -- how does "Linux Web development" differs from any other kind of web development? Do you mean you're looking for a web developer who can build web sites that work on Linux browsers and not only on IE? If yes -- I think you should be looking for a web developer that will build you a web-standards-compliant site and test it under Mozilla, that's it.
