I never used this commercial X server, but according to the manual, it either ships with a Hebrew KMF file or you'd have to make one, according to the instructions found at: http://www.labf.com/winaxe/manual/appendix_a.html It's pretty silly that they don't map your Windows keyboard setting to X.
