get the following packages .....

db3-3.1.14-0.3.6x.i386.rpm
db3-devel-3.1.14-0.3.6x.i386.rpm
db3-utils-3.1.14-0.3.6x.i386.rpm
popt-1.6-6x.i386.rpm
rpm-4.0-6x.i386.rpm
rpm-build-4.0-6x.i386.rpm
rpm-devel-4.0-6x.i386.rpm
rpm-python-4.0-6x.i386.rpm

put them in a directory
and then do an 

rpm -Uvh *

and then run the command

rpm --rebuilddb

and you should be able to use packages using the newer versions of rpm!
