Why the hell should a user login / have ppp access if you just want to give
them pop3 mailboxes?

VSNL tried something similar ... a menu / lynx based and restricted shell.
Didnt work too well, if y'all remember :)
They had the major advantage of being the only ISP providing shell access,
till a few years back. F#$%@$^ skript kiddies and spammers :(
