look for the dir or root directory of the webserver in yr httpd.conf file
( by default it should be /home/httpd/html/ )
now look for the permissions for the dirs there the directories should
have execute permissions to allow the browisning down the directory tree
one more thing what is the exct error "access denied" or "server busy" ,
i dont think so both will come togther or alternatively there could be
one of them only
