Both Icewm and xfce are bulky for 16mb ... your best bet would be fvwm or
even something as basic as twm... (never tried blackbox but have heard
good things about it)
or you can try nanoX (or something like that)... may give you a lot better
performance.(dunno if it's a full implementation though)
