[LIH] ctrl-alt-del sometimes halts, sometimes reboots

Hi all, 

While shutting down my computer, ctrl-alt-del randomly has the effect
of either 'halt' or 'reboot'.

/etc/inittab has:
ca::ctrlaltdel:/sbin/shutdown -t3 -h now

I have a Pentium 200MMX, so no question of ATX. 

Why the random behaviour?
