Dont specify individual gateway's for the two cards. configure the
individual network cards and specify the VSNL gateway in
/etc/sysconfig/network as
GATEWAY="202.54.xx.yy"
This would add a default route in the routing table of this machine with
the gateway IP to be 202.54.xx.yy. Thats it. Apart from this you should
have one route for the 192.168.1.0 network.

What is your actual network scenario? Please explain more.

This 202.54.xx.zz is a gateway ip given to you by VSNL or is this one of
the IP's from the bunch of IP's given to you by VSNL?

Yes you can do that. Infact if you just want to test the proxy, you can
use the proxy server on the same machine which is running the proxy
server.

Squid would pick up the DNS server IP's from resolv.conf by default. As
such you can specify the DNS servers for squid manually in squid.conf.
This is not needed generally.

run ntsysv, and enable squid there. Otherwise you can manually run squid
from /etc/rc.d/rc.local
