I want to make the permanent by recompiling the kernel with ip_forward set to 1. So in 
which file in the code, do I need to change this ??

or which init script can i change the value. It is an embedded system

/proc is where you have to set it. The code references values here.
If you want this change permanent - you can add it to your initscripts.
