i can play mpeg files without starting X, using the "-vo svga" option in 
mplayer. but i can do this only as root.

if a normal user tries to do this, mplayer aborts, saying:
"svgalib: cannot get I/O permissions."

however, the normal user can use mplayer under X without any problem, using 
the SDL driver (" mplayer -fs -vo sdl").

what can i do to correct this?

i am using MPlayer-0.50-1 and svgalib-1.4.3-1.
