I have enabled quota [user and group] on /home which is a separate partition
on my linux samba server.
Now I have set quota of 300 MB for a user 'abc' using edquota command.
Quotas for user abc:
__________________________________________________
/dev/sda6: blocks in use: 269552, limits (soft = 0, hard = 300000)
        inodes in use: 5954, limits (soft = 0, hard = 0)
/dev/sdb: blocks in use: 0, limits (soft = 0, hard = 0)
        inodes in use: 0, limits (soft = 0, hard = 0)

And if I check quota using repquota it shows ..
__________________________________________________
[root@rhino /home]# /usr/sbin/repquota /home | grep -a abc
abc    --  269552       0  300000           5954     0     0
__________________________________________________
But if I check the contents he is using well above 1GB
I am facing similar prob for some users.
For some[most] users it works correctly.
