Yes.

That's certainly not the cure. It will just rerun the services with saved 
configurations which are not working for you anyways. Forget reboot..

Install ssh server. It installs as seperate service. It's not bothered by 
hosts.allow and all decent telnet clients like putty supports it. For any 
additional security coming along with it, consider that as bonus..
