Owch, owch.... two points

Technically you have the root servers and such ... from where all nameservers
on the 'net get their information.

However, maintaining and running DNS servers for their users, and to serve
DNS zones for their domains, is the responsiblity of each host on the 'net.

Who the hell decides about payment?  How do you restrict that nameserver to
authorized users (that is, beyond a certain IP range it will only return
answers for any zones it serves, won't redirect queries and fetch info from
other nameservers...)

DNS is DNS.  No matter whether M$ or Linux.
