AFAIK, dpkg is available only from http://www.debian.org or
its mirrors. It is strictly a debian tool.  Have  not  come
across it at any other place. Download  the  static tarball
to overcome any dependency problems.

Alien is a perl script. RPM version is available at all RH
mirrors.

Kernel version does not matter for both.

If you just want to convert a .deb to .tar.gz, dpkg is NOT 
needed (unless you use alien). There was a  thread on this
just two days ago. LOST #014 is placed below. Or download:

This has no connection with the subject of "alien". By all
probabilities, this httrack download that you did is a pre-
compiled binary ... Things like "configure" is only needed
for source distributions, and it  creates the makefile. It
is of no use in a abinary adistribution. In  case  it is a
source (and it is "X" based), probably xmkmf is  the thing 
to be used. Just check up the docs with your download.

To know the contents of a .deb file in systems without dpkg do
'$ar -x foo.deb' ... This  gives  a  file "data.tar.gz"  which 
contains the packaged files. Then to view the tarball with:
'$tar -ztvf data.tar.gz | less'
