All you want is to ensure that only root is allowed to login from the
console right?

You can achieve this by adding the "pam_access" module to your system
PAM (/etc/pam.d/system-auth on RHL systems) stack and modify
/etc/security/access.conf to dis-allow all non-root logins on tty*.

Refer to the PAM docs (/usr/share/doc/pam-*/) for adding pam_access to
the stack. Access.conf already has an example for preventing non-root
logins from the console (tty*).
