Netscape does have a composer... you'll have to install/run 
netscape-communication ... and not netscape-navigator!

But it sucks! :-)

Try the composer that comes with mozilla pretty good.(definitely better 
than netscape4.x!)

If you are a kde user then you can try quanta.(I've never used it but 
heard it's good)

Take a look at Bluefish .. my favorite non WYSIWYG editor.

Or you can use the HTML mode of emacs! complete with preview in a browser 
of your choice!
