Tats,
Superuser privileges are needed for utils in /sbin
inclusive of halt, poweroff, shutdown etc. You cannot
run these as an user. This 755 does not give an user
rights to run /sbin utils.
Secondly, AFAIK, for poweroff to perate you also
need apm support compiled/ loaded with your kernel.
