OK Two things.

1)It's very unlikely that one of your lan machine is getting your net 
connection down to it's knees. Better chances are that VSNL is dropping line 
response sporadically. But there is a positive possibility of this happening.

2)If you want to give it a try, install a linux machine on same switch in 
promiscuous mode(Dunno if this works for active switches but just making 
guess.) and let iptraf analyse the things. Or you can make all your traffic go 
thr. linux machine using NAT and just forward the traffic to NT machine. This 
will definitely work. 

Also there are some bandwidth throttling modules for linux kernels which allow 
you to moderate badwidth depending upon port they are accessing. So if you 
install and configure them, it should save you more than a buck. e.g. you don't 
mind people downloading mp3 but not more than 1kbps..;-)
