That's vague but I will try..

1)Postgresql supports multibyte character set and UTF8. So you can ideally do 
gujarati with it. man initdb, option -E. Arun Sharma has done much work on this 
 with kannada.. Search LIH/LIP archives..He worked with python/postgres/freebsd 
etc..

2)Apache has nothing to do with it as long as your urls are not gujarati. But 
even in that case apache might be supporting utf8.

3)From my php manual, (MDK8.2, php4.1.2) phpmanual/ref.mbstring.html, I see 
that utf8 is supported.

IMO all you need is a good UTF8 editor. yudit is good one but I don't know how 
good is that to type rims of pages.. Just tested once..
