Yes vivek, there are drivers and really good programs to view tv and
record from tv. You will be surprized that the quality and functioality
of these programs will be much better than the bundled software that
you get with your tv card. 

If you are using a linux distro based on the 2.4 series and are using
stock kernel, then the drivers are already available in your kernel.
just issue the command modprobe bttv. this should load the tv card
driver and other related drivers. if you have a radio tuner in the tv
card that should also work.

Look for the program called xawtv. this program suite has all the
necessary software to view tv , tune and listed to radio and also has
support for lircd. Lircd is a software you can use for controlling the
linux box with a infra remote. you can use the remote that comes with
your TV. Xawtv can show the tv on X, DGA mode in X , GL mode in X, vesa
mode, frame buffer and text mode can also be used if you do not have X.
and also check the text mode where xawtv can show tv using ASCII art
text using AAlib library. You can also use xawtv to record avi and qt
format videos.

If you are using mandrake ot suse the control centre hardware detection
module can automatically install the tv tuner card and you will just
need to scan the channels and use the tv.

There are other tv viewing software like kwintv, a kde based tv
software and effecttv is a program for generating special fx while
watching TV.
mplayer and realproducer can also record from tv input.

Make sure you use the latest version of XFree86 and also a recent
distro to get the best out of your tv.
note that you will have set the frequency table to PAL. select region
as  western europe in xawtv.Also start X as a normal user and make sure
the DGA and v4l-config commands has suid root. the Xvideo extension
should also be available on X for good quality fullscreen mode. Also
configure lircd,lircmd irexec to use the remote not just to control the
tv bu any linux app like xmms.
