WonderShaper cannot be used to restrict bandwidth usage. For instance, I
cannot restrict 192.168.1.24 to 64kbps using wonder shaper.

It only tries to prioritize certain hosts/ports over others and also
tries to enforce fairness using the SFQ queueing discipline. 

However, cbq.init and htb.init (which ship with shapecfg), allows me to
restrict 192.168.1.24 to 64kbps.

Oh, and if you want to have absolute control over your bandwidth and
also to be able to prioritize interactive traffic, you will have to
write your own rules!  :)
