Try "touch" - this is found on most (all) unices, and I believe there's a
windows port of touch available on ftp.garbo.uwasa.fi or ftp.simtel.net
Google should find it for you ASAP.

Google should throw up a few hints ... but if you are administering any
system, there will be several files (for example .qmail-* files) that have
to just exist, for a particular action to take place.
