Who should redirect? If you are worried about this kind of situation, I guess you should invest some money in a Cisco Local Director. Till sometime ago I was experimenting with a nascent(?) linux project that implements VRRP, called keepalived. Might or might not work for you - Google is your friend, philisopher and mentor. :) VRRP is a protocol that dynamically assigns responsibility of an IP address via an election procedure to a cluster of servers.
