umm, what exactly does wvdialconf /dev/null do?  did you check that?

IIRC wvdialconf <filename> creates a file by that name, and changes its 
permissions to 600.  You can't do that to /dev/null.  /dev/null is a 
character special device with 666 permissions.

to fix it, run MAKEDEV in /dev
