u have to put this entry int ur /etc/inittab file

~~:S:wait:/sbin/sulogin

this line would ask for a password while anyone tries to login into
single user mode (by default no password is asked). if u dont want any
single user logins then replace the last part of the line
(/sbin/sulogin) by anything (/bin/false).
