OpenLDAP is just an LDAP server, you will need a suitable frontend
application which users can use to maintain private and public records.

You could try the following:

1. Rolodap with OpenLDAP backend

Rolodap is an open source database for storing an organization's
contacts information. It uses PHP and LDAP. Rolodap has easy to use web
interfaces.

2. PHPGroupWare

This is probably one of the betta open source groupware out there. The
contact manager is very capable and the unified interface for mailer,
address book and other collaboration applications bundled with it make it
more suited for a Notes like environment.

What really looks promising is the Evolution/OpenLDAP corporate
address book support. Since Evolution is (?) currently limited to UNIX
like platforms, I don't think it is of use in your Win9x environment. I
am yet to test it, so don't take my word for it.
