No, this configuration file makes fetchmail run in multidrop mode,
in which it performs certain heuristics to determine which of user1,
user2 or user3 a particular email is addressed to.

If this configuration is failing, then it is most probably because
fetchmail cannot determine which user to deliver the mail to.
