check services in /etc/network nilesh

Hi,
We run a lot of unix based servers ( RH and Sun) with oracle database.
Whenever the user stops the apache process he gets the message stating that the process is not running and when we start apache we get an error that it could not bind to the spcified port. Any specific reason for this ? I am sure that no other process is using the port as teh apache server was configured to run on the specific port.
This is the case with many apache srevers.
How can we find out which process is using which port ?
Please help.
