What I understood from the OP's set up was that he meant
repartitioning, not resizing. He probably has a 2 gb primary
and a 20 gb extended over which he has installed /home. He did
not give his existing partitioning details. He wanted more room
for /usr to adjust tomcat which I assumed to be in the primary
under /, and he wanted to push the extended lower.

In case he breaks the primary/ extended boundary with parted,
he may lose everything in /home.

That was my reading of the OP's set up, may be wrong though.
