My HP CD Writer is rewriting at 4x speed.

I have got a samsung CD-RW with has on it 10x max. 
If I try to blank or burn than I get the above error. However if I 
write on the same CD-RW at 4x speed on a drive which is of 10x rewrite 
speed than I can read from that CD-RW on my HP CD writer, however I
cannot blank that CD-RW on my HP writer.

I feel this has something to do with the speed supported by the CD-RW
media.
