I think QT Is good tool for this purpose.check the qt website http://www.trolltech.com/
and Qt is a cross platform tool,it will support windows and other
Operating system
and User Manual along with the QT is excellent
Ofcourse, if being cross-platform is important to you, then keep in mind that QT on Windows costs $$$.
You might want to look at wxwindows toolkit too.
