        Thanks for the assistance. I got it right. The error was, my
wvdial.conf file was missing a line....
 
New  PPPD  = yes

I included this line and it works just fine. But I might add that
while connecting to the bsnl server, it still gives the "cc access
denied" error but connects any way.

Yes you are right . You don't need the Stupid Mode line. I have
commented it off.
