Athlon / Sempron processors give you better bang for the buck. And the 
32-bit Athlons are very cost-effective these days as AMD is 
concentrating on its Athlon64 processor line.

One of my boxes is an Athlon 1800XP on a VIA KT333 chipset based ASUS 
board...  stable and fast. You could probably buy a much faster 
processor and a newer VIA chipset based motherboard than what I've got.

NVidia nForce chipset based motherboards are supposed to be marginally 
better performers than their equivalent VIA chipset counterparts 
[according to reviews that I've read on hardware review sites]. However, 
you may have to use proprietary binary-only drivers for the nForce 
motherboard integrated ethernet and sound card. If that isn't a problem 
for you, you should also consider an nForce chipset based motherboard.
