No it does not:

homer:~# apt-get install *

E: Couldn't find package Desktop
homer:~# apt-get install '*'

Building Dependency Tree... Done
E: Regex compilation error - Invalid preceding regular expression

Besides, this RH-ish approach of "install all packages" is not a good
idea on Debian. If one is going to be a responsible Debian user, the
best approach is to install only what is needed.
