You don't need ssh access to the mail server. But remember that the
connection between the server to which you ssh and the mail server is
still going to be unencrypted.

ssh -L 110:mail.server.110 -l myid ssh.server

That's right. The ssh server should have AllowTcpForwarding set to
"yes". But as the sshd_config manpage notes, setting this to "no"
doesn't really provide any extra security.
