Not FLOSS but...
VariCAD is good and is able to open and save in dwg format.
www.varicad.com comes with VariCAD viewer that is free to distribute
and is for Linux as well as Win platforms.
Another application is briscad (or bricad...google)
Do not go for LinuxCAD as most of the lists I have trolled mention
that in the basic price includes insufficient power and adding modules
takes the price to same as AutoDesk software.
QCAD is excellent if you are only going to work with 2D drafting.
However is able to work only with dxf formats.
