In the very general case, this requires some very sophisticated hardware and/or software, and a very competent network administrator. Having said that, it is quite possible to implement a subset of what you want to do using ip(8) and iptables(8). A detailed treatment of your particular case is not possible unless we have more information about your network, and maybe even your ISP's.
