In the very general case, this requires some very sophisticated
hardware and/or software, and a very competent network administrator.

Having said that, it is quite possible to implement a subset of what
you want to do using ip(8) and iptables(8). A detailed treatment of
your particular case is not possible unless we have more information
about your network, and maybe even your ISP's.

To start with, what do you mean when you say "but actualy they fall on
the same gateway"?
