I assume you meant utf-8

But it doesn't seem to work either ways.

tried with both xterm and rxvt-unicode

LANG=en_US.UTF-8

Caused the ??? to become some other non-sensical characters under
rxvt-unicode. 

But still not trace of any indian characters.

(I do have hindi fonts on my system, it renders on firefox.)

No ind-linux / localisation ppl. around ?
